Eviction & Foreclosure Prevention Program
The Connecticut Department of Social Services (DSS) funds a statewide housing mediation program for those who are about to be evicted or foreclosed – the Eviction and Foreclosure Prevention Program (EFPP). The Dispute Settlement Center (DSC) operates this program in lower Fairfield County. For eligible families, DSC provides mediation to help tenants/landlords and homeowners/mortgage holders to resolve conflicts over rent or mortgage owed, late payments or other issues. Eligibility criteria for the program include:
- The individual or family must have a gross monthly income of less than 60% of the state median income.
- They must have received a letter indicating the possible eviction or foreclosure.
- They must have had a one-time hardship that has ended and be financially capable of and intend on remaining in their home for 12 months.
- Applicants must have been in their unit for a minimum of 6 months.
- The landlord or mortgage holder must be willing to participate in the mediation process.
EFPP is not an entitlement program. Assessment and mediation services, as well as any Rent Bank resources, are contingent upon the availability of funding for the program as well as the person’s eligibility. The mediation process is provided at no charge.
